Or is it that they actually can hold it off but it costs too much money?

Cloudflare and OVH (that got a 1.1 Tb attack around the same time, the biggest in history) certainly have the capacity to hold attacks of that size.

Akamai may also have the capacity, but bandwidth is not free.
